University Principles of Participation in the Erasmus+KA103 (staff mobility program with the Member States of the European Union), KA107 (staff mobility program with Non-European Union Program countries, i.e. Partner countries)
Selection criteria for students and qualifications of the staff
The principles refer to the following activities:
Student Mobility for Studies (SMS)
Student Mobility for Placement (SMP)
Staff Mobility for Teaching Assignments (STA)
Staff Mobility for Training Assignments (STT)
1. Selection criteria for students:
1.1 Unit responsible for selection process:
In accordance with the Decree of Rector of the University of Economy, since 3 October 2016 the unit responsible for the selection of the persons participating in the program is the Selection Committee, hereinafter referred to as the Committee.
The members of the Committee that select the students for Student Mobility for Studies, the members of the Committee include Erasmus+ University Coordinator, Erasmus+ Institute Coordinators, foreign language teachers appointed by the head of Foreign Language Center in accordance with the needs, and employees of the Chair of Applied Linguistics appointed by the head of the Chair of Applied Linguistics in accordance with needs. The members of the Committee that select the students for Student Mobility for Placement the members of the Committee include Erasmus+ University Coordinator, Head of Placement of Office, foreign language teachers appointed by the head of the Foreign Language Center in accordance with the needs, and employees of the Chair of Applied Linguistics appointed by the head of the Chair of Applied Linguistics in accordance with the needs.
Representatives of the Student Self-Government may participate in the selection procedure as observers. However, it is the Committee that carries out the final selection of the students.
1.2. Selection criteria and formal requirements:
Applicants for Erasmus+ Students Mobility for Studies (SMS) program shall comply with the following criteria:
a) be registered as B.A. (Bachelor level of study) or M.A. (Master level of study) students at the University of Economy in Bydgoszcz during the entire stay of the grant;
b) may not (during the time of the grant) be on the leave of absence. It is possible for students of the countries eligible for participation in the Erasmus+ Student Mobility Program to travel to the native country, provided that this student arrived in the country from which she/he is leaving for the Student Mobility for Studies program in order to obtain the diploma of the sending Higher Education Institution (HEI).
1.2.1. Student Mobility for Studies (SMS) and Student Mobility for Placement (SMP)
Prior to the interview in connection with the selection procedure, students shall submit to the International Relations Office the following required documents:
--> A signed and filled in application form
--> CV in English
--> Cover letter in English
--> Certificate of additional achievements and activities of student
--> Certificate from the Dean’s Office of the University of Economy with the grade average from the last closed period of studying.
Applicants, who wish to participate in the Erasmus+ Student Mobility for Studies (SMS) program, may obtain a maximum of 100 points in the selection procedure carried out by the Committee.
The basic selection criteria include as follows:
a) a good command of the foreign language (weight 40%)
b) grade average from the last academic year (weight 40%)
c) activities for the benefit of Higher Education Institution (HEI), active participation in scientific circles, active participation in the program Study Buddy, active participation in student organizations and associations that are not scientific circles (service, assistance in organizing conferences), additional classes, student’s motivation (weight 20%).
1.3. Selection procedure for candidates
The selection procedure is comprised of two stages:
a) pre-selection of the candidates on the basis of the submitted documents,
b) selection proper that includes an interview in the foreign language. The points obtained in the two stages are summarized. The ranking list that is formed facilitates to preparation of the list of the persons selected for participation in the Erasmus+ Student Mobility for Studies program and the reserve list.
In cases, when two students have obtained the same amount of points, priority is given to those students, who have never participated in the Erasmus+ program.
1.4. Date and manner of announcement of the decision
Within 7 days from the date of closure of the procedure, the Committee shall draft the minutes of the selection procedure together with the list of candidates selected for participation in the Erasmus+ Student Mobility for Studies program and the reserve list. The applicants shall be informed about the results of the selection procedure individually via e-mails or by telephone.
1.5 Appeal procedure
All the students applying for participation in the Erasmus+ Student Mobility for Studies program may appeal from the decision of the Selection Committee. An appeal in writing shall be submitted to the Erasmus+ University Coordinator not later than 7 days following the announcement of the results of the selection procedure carried out by the Committee.

1.7. Travel preparations
1.7.1 Participation in Erasmus+ Student Mobility for Studies (SMS) Program described in the outgoing procedure Annex 1)
1.7.2 Participation in Erasmus+ Student Mobility for Placement (SMP) Program described in the outgoing procedure (Annex 2)
1.7.3. Cancellation of the participation in Erasmus+ Student Mobility for Studies (SMS)/ Student Mobility for Placement (SMP) Programs.
Students, who wish to cancel their participation in Erasmus+ Student Mobility for Studies/ Student Mobility for Placement Programs are required to submit an explanation of their cancellation in writing not later than one month prior to the travel. Students, who have canceled their participation in Erasmus+ Student Mobility for Studies/ Student Mobility for Placement Programs shall not be able to participate in these programs throughout the entire remaining course of their studies. The information about the cancellation shall be passed to the Student Affairs Office and shall affect the processes of gratification (e.g. rewards of Rector, President of the University).
The consequences of the cancelation of participation in Erasmus+ Student Mobility for Studies/ Student Mobility for Placement Programs shall not apply to exceptional situations, such as, for instances, force majeure cases, hereinafter referred to as force majeure (events caused by natural forces, including the death of a relative, an accident, illness, etc.) provided that the student has obtained the written consent of Erasmus+ University Coordinator of the University of Economy.
2. Selection criteria for employees
Eligible applicants, who wish to participate in the Erasmus+ Staff Mobility For Teaching Assignments/ Staff Mobility for Training Programs shall be full-time employees of the sending higher education institution (HEI), who have been employed under the agreement of employment or civil law agreement. The University may decide about preferential treatment of those employees, who have never participated in the Erasmus+ Program, or those employees, whose contribution to the development of the cooperation of the University of Economy with other higher education institutions from abroad was substantial, or those employees who have contributed to augmentation of the level of internationalization of the University of Economy, as a result of their participation in the Erasmus+ Program.
As concerns the Erasmus+ Staff Mobility for Teaching Program, the teacher is required to carry out a teaching activity that comprises a minimum of 8 hours of teaching per week during a five-day stay at the receiving higher education institution (HEI). As concerns, the Erasmus+ Staff Mobility for Training Program, the major aim of the travel may not be the teacher’s participation in a conference or discussions with partner higher education institutions (HEI) concerning mutual cooperation. Participation in the Staff Mobility For Training Program shall have a very concrete/defined program for each and every day of employee’s stay abroad, and it shall be clear from the program that the major aim of participation in the training is raising of real/ defined competencies of the employee.
2.1. Unit responsible for the selection process
In accordance with the Decree of Rector of the University of Economy, since 3 October 2016, the unit responsible for the selection of the persons participating in the program is the Selection Committee, hereinafter referred to as the Committee. The members of the Committee include as follows: the Chancellor, Vice-Rector for International Affairs, Erasmus+ University Coordinator from the International Relations Office.
2.2 Participation in Staff Mobility for Teaching Assignments (STA) and Staff Mobility for Training (STT)
Fundamental criteria of selection of eligible candidates:
- a completely filled in application form – 1 point;
- a precisely defined objective and teaching or training program – 3 points;
- command of the foreign language assessed on the basis of a certificate or declaration – 2 points;
- benefits for the University arising from the additional activities undertaken during the stay – 2 points;
- mobility within the framework of Erasmus + program in the last two years (Yes-0 points; No-2 points);
2.3 Selection procedure of candidates:
The recruitment procedure is comprised of the process of selection of eligible candidates on the basis of the submitted documents. The points from the indicated list are summarized and a ranking list is formed that facilitates the drafting of the list of the persons, who have been qualified for the travel and the reserve list.
Applicants from the reserve list may be transferred onto the list of the persons qualified for the travel on condition that a person that has been qualified for the travel cancels the travel or provided that additional funds are allocated for such purposes from the National Agency for Erasmus+.
In cases when two eligible applicants have acquired the same number of points, priority is given to that applicant, who has never participated in the Erasmus+ Program.
2.4. Appeal Procedure
All the lecturers and employees applying for participation in the Erasmus+ Program shall have the right to appeal from the decision of the Selection Committee. An appeal shall be submitted to the Erasmus+ University Coordinator in writing not later than 7 days following the announcement of the results of the recruitment carried out by the Committee.
2.5 Partner Institutions

2.6. Legal empowerment of the selection criteria for students and employees
The indicated principles for the selection of students and employees, who are eligible for participation in the Erasmus+ Program have been approved by the University Council.
2.7. Travel Preparations
2.7.1. Participation in the Erasmus+ Staff Mobility for Teaching Assignments (STA) and Staff Mobility for Training (STT) Programs are described in the procedure (Annex 3 for K103; Annex 4 for K107).
3. Principles of financing of participation in the Erasmus+ for students (SMS, STP)
Students participating in the Erasmus+ Programs may, in exceptional cases, refer to the Erasmus+ University Coordinator and the Dean with an application to extend their stays for the purposes of studying at a partner university not later than 30 days prior to the expiration of the mobility period. In cases when the consent to prolong the stay of the student has been granted, the student shall not receive the grant for the additional stay at a partner university the student shall receive the grant solely in the amount established prior to the travel to a partner university. The time of stay abroad both for the purpose of studying as well as for the purpose of training together with the final amount of grant is calculated with precision for each and every day.
4. Principle of financing of participation in the Eramsus+ Staff Mobility for Teaching Assignments (STA) KA-107 and Staff Mobility for Training Programs KA103.
The rate of the grant comprises the costs of individual supplementation and 2 days of traveling to the partner University. Stays beyond 7 days shall only be possible in exceptional cases.
5. Principle of financing of participation in the Eramsus+ Staff Mobility for Teaching Assignments (STA) KA-107 and Staff Mobility for Training Programs KA103.
The standard financed stay abroad of the employee of the University of Economy at the receiving institution lasts 5 days of mobility and 2 days for traveling.
6. Time of stay vs. rate of Grant
6.1 Participation in the Erasmus+ of students
The grant is settled following the return of the student from the receiving University. The time of stay of the student at the receiving University is established on the basis of the time indicated in the documents confirming the stay of the student issued by the receiving University. The time of stay is calculated with precision to each and every day.
The basis for the settlement of the grant constitutes the following documents:
a) a document confirming the stay issued by the receiving University defining the time of commencement and time of termination of the stay;
b) the document called “Transcript of Records” that is an up-to-date record of student’s progress in their studies with the number of ECTS credits that the student has achieved, and educational components that the student has taken;
c) Participant Individual Report Form.
6.2 Participation in the Erasmus+ of staff
The grant is settled following the return of the employee from the Receiving University.
The basis for the settlement of the grant constitutes the following documents:
a) a document confirming the stay issued by the receiving University defining the time of commencement and time of termination of the stay;
b) Report filled in by the employee.
7. Redistribution of released/ additional funds
Any possible free funds shall be allocated for outgoing travels of grant beneficiaries on the reserve list. Redistribution of additional funds relies upon the program of Erasmus+ National Agency.
8. Erasmus+ funding for the disabled students and persons eligible for the maintenance grant
The disabled students and students, who are eligible for maintenance grants may submit an application for an increase of the grant.
The student, who is in possession of a certificate proving her/his disability or right to the maintenance grant in the academic year 2018/2019 is required to notify the Erasmus+ University Coordinator of this fact, who applies to the Erasmus+ National Agency Program for the increase of the monthly rate of the grant.
9. Legal empowerment of the principles of financing
The indicated principles have been approved by the Vice-Rector for International Affairs and shall become effective starting from the academic year 2018/2019.
